if you dont mind being without tele, fury / fury - armageddon / fireclaws - armageddon / rabies druid's are pretty cheap.
i would not build one unless you are into wolves.

cheap and perfect are mutually exclusive, sorry

i'd say ES fire sorc for a few reasons:
1. you need 20/17s instead of 20/5s
2. 45l fire are like half the price of 45l light or 45l pc (hdin)
3. perf shako is way more affordable than perf griffon or coa

perf hoto, viper, arach, frostburn, maras (or 3fire 100 life), aldurs shouldn't be that expensive
2 sojs

perf 15/15 spirit monarch may be the most expensive piece

edit: i have 20 extra fcr in this setup lol
you could lose the arach for something else but idk what
considered dungo, eschuta, ormus robes but all those are expensive for 100%perf rolls

I wanted to do something similar.. get into PvP during a ladder and get really good at one character. Buy 4-6 perfect items each ladder (everything else budget) and eventually get perfect NL

Trang poison necro with PnB FRW GCs and 3frw/5@ SCs for the lolz. I had an almost perfect one with a teleport ammy for trolling smiters and other melee. Surprisingly effective especially with BER sockets and max block. Trang necro gets full block even when running.

I like Foh/Hammerdin Hybrid fun playstyle instead of just spinning Hammers over n over.

Most people end up getting near perfect items instead of perfects, saved 50% on fg
