Initially mosaic was made non-ladder only because it caused games to crash. It was specified on blizzard's forums but I can't find that thread anymore.

It was removed "due to a bug causing the game to crash".

It will probably come back with a slight nerf, adjusting the current ones out there too. So no legacy Mosaics
