No its base 0%. Even in Hell.

You could theoretically get to 70% Res with Banes Armor, Horazon Boots and a Safety Crafted Shield, without a possibility to bring it ever down again for enemies. But that would be silly, since Banes Armor and Safety Shield suck big time.

Ok helpful. Instead of nerfing abyss they should just make more magic resist items, that would be a happy medium
