That amp mod is almost useless, unless it was on striking. 12% when struck is rare af and only lvl 1 which is super small aoe. Maybe only good vs some random phys immune but then again it can take full minute to proc. On ubers you don't want another curse to override life tap.
I'm pretty sure this wouldn't be used on anything other than a lvl 30 lld barb... That pvm application doesn't matter at all. And lld duels can last long enough to where it can proc a few times.
And 12% lvl 1 could be more than enough to end up being the deciding factor if you're killing someone if it's a melee vs the barb. Such as you getting the proc right before a whirlwind.
