My uncle at Blizzard told me there is a bug where the highest lvl you are the least Heralds you get.

Thats why I am still lvl 1, preventing that from happening to me. At lvl 1 you get 100% ire draw

My uncle said if you hit lvl99, you will get perma banned from the Herald community
