Nm saw it. For those on controller, there are two rows. The bottom row will have your normal one with the scrolls. The new one is in the top row on the far left. That is the one where you can bind from the ring ability.

definitely works. its just a different hotkey/skill input. i have unveiled the new portal barb who is quickly clearing all P8 baal runs solo. basically you stand next to the throne and hold down the portal spell. make sure to have max fcr. after unleashing 500 portals the power of the portal barb is known by all.
