I'd personally go with any easily obtainable elite base with +3 blade fury. But in the case of min/max, just like SW vs WF, I'd go for WF.

But the main reason RT could be the best base is due to the high qlvl allowing them to be rerolled or imbued at low clvl to get all those affixes, but with staffmods like blade sentinel and claw mastery which can’t happen all together on a GT

What level could imbue such a claw as rt?

Imbue is set to clvl+4
RT is qlvl 81 so it will have alvl 71 all the way up to ilvl 86 = clvl 82
so any level 81 or below char gets the exact same affixes
level 8 chars get ilvl 12, which rolls tier 1-3 skills only (20% tier 3, 50% tier 2, 30% tier 1) and thus cant get blade fury but have a high chance of sentinel
if you wanted to maximize odds of +3 blade fury, both the #skills and +skill rolls are increased by ilvl during imbues only, and you'd want the 50% bracket to land on tier 4 skills and then you'd have 10% chance of sentinel
so you need ilvl 25-36, which means clvl 21-32
the higher the clvl in that range the better staffmod rolls

But all this is irrelevant because the odds of getting a claw better than a plague in an eth +3 fury base are about 1:100,000,000,000

Blade fury is shit tho
The animation is too long both for pvm and pvp
The only use cases are vs bosses or extremely limited in pvp
And the dmg is so high already without an extra +3, it’s already beyond the dps needed for anything practical.

So I imbue at clvl 8
ilvl 12 sets the RT in the optimal range for both blade sentinel and claw mastery
