yes
as a quick rule of thumb, staffmod +skills only appear in blocks of 4 or less possible tiers, so tier 1-4, 2-5 or 3-6 skills (or less for low ilvls, but never above 3-6)
so anything with required level 12+ skills can spawn on high end magic/rare items, while level 1/6 required skills cannot spawn on most endgame items
and for those high end items its a 10/20/50/20% chance to be a tier 3/4/5/6 skill, and 60/30/10% to be a +1/2/3 skills, and 30/40/20/10% to have 0/1/2/3 staffmods, so only 1 out of 10000 pelts has +3/3/3 skills. But when you imbue pelts, you get a bonus based on char level to the part where it chooses number of staffmods and their +bonus, and imbuing with high level chars gives a +3/3/3 pelt every time
