simple answer, no it does not break cold immunes

No it doesn't break immunity, only lower resist or conviction can. -CR is effective when the monster has <100% resistance to cold. And cold resistance cannot go below 0% I believe, someone can correct me if I am wrong on this

YouTube just uploaded an orb sorc in single player with maxed out gear shattering cold immunes. It appears to be a thing.
Idk if you have to have a certain amount of -CR. I played OG - I'm not stupid. I know it doesn't normally break immunity.

His maxed out gear probably included infinity which has the conviction aura which can break cold immunities, however many cold immune monsters have much higher than 100% cold resistance and the reduction from conviction is sadly not enough to break most of the cold immunes in hell.

It doesn't. He show his merc not having infinity. Made a point to show it off so people didn't assume it was his merc. Either way it'll probably be fixed before we even get the gear good enough.

Idk if it's the same but I think 17 points is all you put in cold mastery for what ever reason. Some one correct me if I am wrong it has been a while

Sadly go test having 17+ more points in cold mastery and then using cold spell on most cold immunes (without conviction or lower resist) and you will see the results (and the result will be that no, it won't break the cold immunes) this is very widely known information
