Magic rarity only.

I'm not sure which vendors can get you those, and if character level is involved or not.
To be sure, i would suggest checking by yourself in hell difficulty.
If you see both affixes individually, you can assume the checked vendor can sell an item that has both.
Drognan would be perfect obviously, since you can use the "edge of town" quest trick with him.

It appears the Arreat Summit is wrong about WC+3 being available on all melee weapons.
So forget about wands, it's axe|dagger only.

Aight, started checking daggers @ hell Drognan, using a lvl96 barb.
Lvl 6 Life Tap confirmed.
So far i've seen combat+3, masteries+3, and WC+2.
But since they are supposedly of the same affixe lvl, i guess WC+3 can spawn as well (and i've just been unlucky).
