when i want to equip it first, it says i need 200 str. i put enough str to wear it, now i hover over the item and it say i need 136 str....can anyone explain?

Double check the levitation mastery skill. It reduces the stat requirements of your weapon.

It's a bug. Eating a respec token will fix this issue.
