Anybody know if there's a way to submit a ticket to Blizz and get help with a missing quest reward while the quest is completed?

I'm missing +10% of the +30% from Anya's resists, and I'm behind by 1 skill point and I've completed all quests...

I should add: I've gone to their support site and they have made it literally impossible to submit a ticket for any support need - they all just link to an article without a recourse to say "This didn't help, submit a ticket" or something likewise...

Are you 100% sure u completed the quest on all 3 difficulties?
I thought i had this issue once and i just didnt talk to malah yet in normal or some sloppy shit.
