FHR accounts for very little, but in zeal the first hit is interruptible, once the first attack is complete it becomes uninterruptable until we enter the next first zeal.

For this example we will use:
Player: 4/4/4/4/8 zeal frames, 28294 Defense, 4409 HP, 75% block rate, 10% FHR (8 frames)
Opponent: 15,093 Attack Rating, PvP Minimum Damage 356, PvP Maximum Damage 645

4/24 frames are interruptible
Player fail both checks: 65% chance to defend, 75% chance to block
Player takes damage with a 62% chance to enter recovery
62% of the time we in this scenario we are interrupted for 8 Frames
38% of the time we suffer no penalty


=(4/24)*(1-.65)*(1-.75)*.62=.9% chance to enter 8 frame recovery

Here is something technical which I am not 100% sure of:
Walk speed is 7.2 Yards per second, .288 yards per frame
Range Adder +3 (R3) Range Adder +2 (R2) vs Range Adder +1 (R1)
R2 Attacks 3.472 Frames before R1, R3 Attacks 6.944 Frames before R1
As far as hit recovery is concerned the only advantage to having higher range adder is on the first hit, or if you are able to have 2 more range adder then your opponent (very unlikely)
This changes when facing an opponent with slower speed, but you are always either 4/4/4/8 or in rare instances with Legendary Mallet 5/5/5/8 can have same PvP DPS with a fortitude, but you have a 0% chance to hit your opponent in their recovery window
