As in, what happens if you hit someone faster than their block rate (i.e. attack frame rate < block frame rate)? Do they fail to block? Do they still have a chance to block each attack but get stuck in "block rate" lock (like FHR lock) and can't take any actions? Something else?

Right, but what does "recover from blocking" actually allow you to do? Block the next attack? Meaning, if the next attack comes before you're done recovering from blocking the previous attack, is this second attack unblockable (regardless fo your tooltip block %)? Or does it mean that you can't take another action (e.g. cast a spell) until you're done recovering from blocking?
