The rule set that I use for tournaments is shown below and has been adapted over the years based on community input for legacy Diablo 2. I am open to changes on these rules and this thread is for discussion of anything you would like to see modified for use in D2R. Please provide your suggestions and input below for discussion.


Rules
General:
- All mods, hacks, programs are banned. (WMC and other mouse-window capture programs are allowed.)
- Refusal to show gear, inventory, and/or weapon swap will result in suspension.
- The Moor is to be cleared before dueling. It is at the players' discretion to clear the Moor.
- Both players must signal the start of the duel.
- No offensive abilities or curses be casted prior to your opponent signaling the start of the duel.
- Towning or teleporting past Flavie and bridges in case of a bridge map results in a loss. (Being pushed via KB mechanics is not, come back out and re-signal the continuation.)
- No use of houses (accidentally entering the house is excused - request a mediator to sit in house if it is excessive).
- No use of shrines or wells.
- Recasting is allowed.
- Ties are null duels.
- Refusal to duel results in a loss.
- You may request a mediator for a duel, and by doing so you are accepting whatever decisions they make.
- Overly defensive play can result in DQ but only at a requested mediator's discretion.
- No poison necro, auradin, or psn jav zon
- No respecs/tokens between or during matches
- No ethereal breakable items

Consumables:
- No consumables other than mana potions, arrows, and bolts.
- No prebuffing. (Inventory/cube buff allowed.)
- You may stack arrows in the Blood Moor before starting a duel.
- You may stack mana potions before starting a duel.

Items:
- No item charges are allowed with the exception of Oak Sage and Heart of Wolverine (Demon limb is banned)
- Doom is banned.
- Slow is capped at 10%.
- Max resistance is 85%.
- Max absorb is 20%.
- When using combinations of items to mitigate do not exceed 80% max resistances / 20% absorb to any single element. (exception - tgods)
- Life rep is capped at 40, NOT including + rep from CTA.
- No more than one poison damage small charm is allowed.
- Only one item that grants CtC Life Tap can be worn at a time.
- When using Phoenix, all monsters must be redeemed before dueling.

Amazon Specific Rules:
- SM is not allowed
- 2x Raven Frosts allowed (can not stack above 310 resist)
- May use +15% max fire resists
- More than one point into Plague Javelin is not allowed

Assassin Specific Rules:
- Dual Claw Assassins with more than 1 hard skill point in any trap cannot use absorb or + max resist. Those without may use +5 max resist or 20 absorb but not both.

Barbarian Specific Rules:
- 2x Raven Frost is allowed (Can not stack above 310 resists)
- Verdungo + Dual Hoto is allowed

Druid Specific Rules:
N/A

Necromancer Specific Rules:
- Bone Spirit is banned for NvN (1v1 only)
- Bone Wall is banned
- Poison Nova is banned
- Bone Prison is allowed only versus characters that can teleport
- All curses are allowed except Iron Maiden, Lower Resist, Decrepify, and Life Tap
- Corpse skills are banned
- May use +15% max fire resist

Paladin Specific Rules:
- Holy Freeze is allowed only versus characters than can teleport
- When skilling resist auras do not pass the allowed absorb limit (85 or 80/20)
- Activating a resist aura is banned (Exception: Salvation)
- Meditation, Prayer, Holy Bolt, and Redemption are banned
- More than 1 hard skill point in Prayer is banned
- Cleansing is not banned however using it other than the purpose of removing curses or reducing poison duration is not allowed
- Auradin builds are not allowed

Sorceress Specific Rules:
- No max resist or absorb gear when using Energy Shield (Exception: Nightwing's Veil)
- All damage reduced by integer (MDR + PDR) is capped at 20 (ES only)
- May not refill mana pots from the pool mid-duel if using ES with 80% or more absorbed damage

Couple of questions:
Should Demon Limb be allowed?
Should we consider increasing slow from 10% to 25% to allow for more build/gear variation? Right now kicker assassin cannot use main weapon because of cap on slow %.
1 hard point into Poison Nova (or obtained from an item should be allowed. This would be the ONLY chance a PNB necro has a chance vs a 95% ES sorc.
Lower Resistance Should be allowed. We have shared stash, everyone can afford to get 20/11s now.
Should bone wall be allowed so long as it is not abused?

CTC Life Tap should be banned in teams. (i.e. Camping Amazon team using Dracs vs druid)

Not interested in any rules that are open ended and rely on the participants to make a decision due to the host being indecisive on it (oak/arrows/mana pool allowed if opponent agrees). Going to set the rules which everyone has to abide by.

Mana pool prohibition has been tested before and leads to even more l8z gameplay with people giving the "Mana deprivation treatment".

I am open to changes on the use of oak sage. It used to be up to the players to decide but most people seemed to enjoy using it so I made acceptable by all.

Open wounds - you will need to elaborate. Never heard of this being a problem. It's a chance on cast so not like you are making open wounds more effective by being >50%.

Seen rule sets go both ways on demon limb. I got it banned because honestly barbs and sins probably don't need the buff as they are already the strongest 1v1 classes.

Are you talking about fleshripper? I would be absolutely fine adding a rule that this weapon is allowed. If a kicker wins a tournament using it, they deserve it.

Poison nova banned because of the l8z playstyle which it enables of just spam and run. Interested in hearing others opinions on allowing +1 point in poison nova - this always seemed like a gimmick to me.

Lower resist banned because it doesn't promote better game play, just a gimmick to see if your opponents expected you to go 110% pride or not. Also trap+nec gunna be an unstoppable force and doesn't need this buff.

Bone wall - too hard to enforce, just use bone prison

CtC life tap another rule that has gone back and forth. 1 piece seems allowed by most, but interested in hearing others opinions on it

RE: Lower Resist + 1 pt Poison Nova. I 100% Agree that Poison Nova necro should NOT be allowed in GM pvp. However, at 1 point, the damage is fairly weak (900-1000 damage). 900 damage after 75% resistance becomes around 200 damage. It would be no different than spamming teeth. Its only use case would be vs high ES sorceress. This is literally the only way a Bone necro will have a fighting chance vs 95% ES sorc (and even then it is still an uphill battle). Without this, its a 100% loss going into the match as a necro vs a competent sorc.

As for LR in teams, I'd argue that it should be completely fine because the necro would then have to make a decision to choose LR or amp (mb damage). In D2R where everyone has shared stash and can get 20/11s, negative resistance should not be a big deal. I also believe Nec/Sin loses to Barb/Nec (at least on D2 LOD; not sure about D2R with current state of WSG. The only way is to test it through trial and error).
