When it comes to PvP, I am wondering when wearing an item such as:

Nosf Coil: "Slows Target by 10%" -or- Arach "Slows Target by 20%"

Does this affect your target in PvP from reaching a certain breakpoint in either FCR or IAS?

If I was to be at the max IAS BP for a GMB faith @ 92 (95) IAS but am dueling someone that is wearing an Arach or Nosf Coil that applies this affect does it lower my IAS or FCR by that percentage?
Does this affect only come into play if the enemy hits you directly with an ability they casted themselves or does it apply from any dmg based skill? (ie: Auras, Merc etc...)

If so, this would mean I would need to overcompensate for the potential of being slowed by an extra 10-20% depending on what the enemy is wearing?

Does anyone have some insight into this when it comes to PvP?

Use is calculator for a weapon with the base speed xx slower than the weapon you’re using

So if pb is -30’and u get 10% slow. Use calc with a -20 weapon base speed

Yes, that would confirm my suspicion of having to compensate for the lowered IAS if above it true.
