I’m new to PVP and have a couple of questions.

I’ve noticed that some rulesets limit an ES sorc to 7% PDR and ban an assassin from using Dragon Flight.

Is an ES sorc wearing Enigma and an assassin using Dragon Flight generally considered to be BM/ against tournament rules?

Edit: Realised CoH also has 8% PDR.

What is PDR? I thought it was physical damage reduction.
