Break it down like this

Pubs =

Ladder = Bad legit duelers mostly (But always full games)
Nonladder = Mostly Modders

Private Games:
Ladder = Mid tier players
Nonladder = Higher tier but the games are less frequent

Ladder: “telezeal vs necro no bone prison pls”
Nonladder: “dudu for sale 40k fg”
Asia: “idiot 5-0d 10x different matchup don’t step again it’s 2007”
