As for "having a block setup", even if it achieves 75% that does not have to be stated, as long as no changes to base stats or skills are changed/respec'd from when the character was signed up. (Unless previously approved by a moderator.)
However, when dueling vs someone, either player has the right to inquire about an opponent's build (ie, block %, skill damage, leap levels, etcs) and the opponent must answer truthfully. In extreme cases this could be moderated by screen shots the same way we do for basic mod checks.
For what your asking users to provide isn't asked or specified in the rules as written, and thus would need to be ammendend if anyone plans on enforcing this. (Ie, making each player state if they use "block" or not, a trap sin using kick or high fb dmg, a sorc using high, low, or no es, etc)
As the case with kungfu, clearly if he was using a sword thats a BIG red flag, and he really should have been restarted at the bottom of the ladder since thats the rule. He was an updater, and knows the rules. Don't let him get away with ignorance for this, especially since you NEED to know the rules to participate on the ladder, and it is stated that not knowing the rules is not an excuse.
As for changing rules and converting updaters to moderators, the users should never be allowed to just do so themselves, and personally I believe there should be penalties for trying to manipulated the thread this way. In fact I believe kungfu also tried doing something similar during an update last week where he gave himself a completely unfair call to move up the ladder, and then quickly edited it out as soon as he was crakled on in there next post. Becoming a mod has anyways required extended time being an updater to learn how to make the proper/fair calls, as well as approval from previous ladder mods such as Kenny, CallMeMatt, Joe Spy, Bingtu (sort of), Vince, Rivals and myself. Also, everytime in the past when we intended on changing ladder rules, and even the format, multiple moderators/old moderates were involved and everything is screened before being implementated. Honestly, probably the only tine Matt and I have really talked without it being guided by the personal and clan rivalry.
