llamas got some misleading (but understandable) infos, bcuz the old tables aren't so reliable as before.

old table when a frame got xx,00 fpa you would use instead the round up next one to be below xx,00% (bcuz 9,00 fpa in d2 would get 10 fpa)
for lasying trap:
EIAS - frames
46 10
61 9
78 8
101 7
129 6

new table with d2r accepting xx,00% frames
EIAS - frames
46 10
60 9
78 8
100 7
129 6

thats why ppl reported early new bps with already existed bps.. tl:dr in d2r you can get 9 fpa laying trap with 40% ias (just this would be broken)
but now on top of that you can pass the old limit of 9 fpa for laying trap, and tbf you can pass all ias and fcr too (i don't tested fhr and etc) for fcr
is useless afaik but ias you can get new bps for smite (i could get pretty easy 4 fpa smite for ubers) fury, frenzy and etc all will get at least one more ias bp imo

this issue is a lot harder for them to ignore, and maybe it will make them start digging into the code to address the other issues as well

It was a game changer on d2r. Almost killed the whole game.
