Honestly I see what the problem is here.
Light radius is the distance your character can see, GAMMA is the brightness setting that can vary from computer to computer, and that is what can be edited in video settings in options.
Light radius shows as a "ring" centered around your character and moves with you. It is brighter in the ring and darker outside of it. When you change the options in video settings, it allows the darker portion to be brighter, BUT the lighter portion shows brighter as well.
The point that they are trying to make is not about your brightness settings, it's about the fact that you don't display a "ring" showing the extent of your light radius.
I am aware of this, on my actual Diablo 2 screen it shows up as a ring, however in the s/s the ring does not show as visibly. This is known for a long time/ happens to everybody.
Try taking s/s of D2 from multiple PCs and let me know what I mean.
