IMO he can join. He only gets one strike if he does something wrong he is gone. If he bms in svs/gm even though it's not a ladder match then we remove him. He has been gone a long time so perhaps he grew some balls. This is just my suggestion.

Btw if you are in svs/gm with him and he bms' take a s/s and post it here. If he bms in other pubs he can go hard, since that is not svs
If he shows gear and takes proper screen shots he is good to go.
