As a V/C you need to be more aggresive and get after him more
Dont keep going back near bridge and letting him come to you to continue the duel...

There isnt much a vc can do vs someone who teles around but you gotta keep the pressure on him

As you saw a charge or 2 will end the duel stay on him when he runs away your charge will eventually hit and kill
