But honestly, I don't think it takes more skill with tele... actually believe its the opposite. Timing becomes more important... with say a 2 or 3 second cooldown, people can't just teleport away and now have to take their positioning into play instead of just teleling 3+ screens away. Maybe they gotta knock down some of the damage to add some tankiness to their build. Duels wouldn't be nearly as long due being less able to play defensively, which from what I'm seeing is a big thing currently.
Also a cooldown on teleport would require some other changes, but I think it would also bring more people into dueling... because honestly, enigma for most classes is a requirement and the majority of the community can't afford it... more fresh faces, every duel game i go into... i see mostly the same people.

enigma isn't expensive, actually the opposite. its both a low barrier of entry AND allows a player to win on a budget build if they are significantly better than their opponent
lld doesn't have enigma, the duels aren't quick or aggressive
if you fuck tele then i hope you like zon/pally, nothing else is playable and congrats you killed d2. at least that would be a quick death vs the slow painful one we're going to get though
the small population and current defensive style of dueling in d2r is because blizz lowered the skill ceiling and fucked some of the tools that enabled aggressive play. teleport has nothing to do with it, despite what reddit may have told you
