slow is an game mechanic wich comes from items or skills like holy freeze aura from paladin ice arrow from ama. cleglaws gloves or kelpie snare.
cold is a diffrent thing as slow.
you could easy equip anti freeze or just use cold to. so no reason to ban it.
while you cant do nothing against slow from items/skills

also cold dmg reduces my phys dmg in any buggy way all people here saying.
so i choose lower dmg for freeze.
