Hasn't it already been established that east and west have different rules on this?

That seems to run counter to your statement of "HF always allowed, period"

man just let us have fun with flexible rules that let everyone play the way they want to. This way there's more chance to unseat whoever is in the 1 spot, and they have to be good in a variety of dueling situations to stay there.

anything that prevents stagnation in the ladder is a good thing IMO
