It was never allowed in eu as i remember
Those rules above were always the rules
Even worse actually, lower than 80 es couldnt use mana pots either

It happens a lot when attempting to initiate OW. Being aggressive vs a necro and jumping on them only to turn around due to a skill being banned sucks. This is still a + matchup for Necro.
