It is simply created to avoid use of weps such as botd,edc,runemaster and armors like hadess,carrapace etc. Something that could spawn easy, it is cheap and way better than 90% of the current d2r melee stuff.
On the other side we have all the $ deals for mediocore rares sniped from users who got no clue and sold to users who got no clue.
