Saying the 'average' player does not have enigma is bull. I don't MF hardly at all, and I've still found Ber, 3 Lo, 4 Ohm, 2 Sur and a Jah all in the first month and a half of the game.

Either way, as I said, you don't balance a game around the 'casual' player that won't have access to high-tier gear. You balance a game around the best possible gear and build, as that is optimal play and should be where balance changes are made. If you aren't able to afford the gear to PvP, then your goals should be focused elsewhere in the game. That's how grindy games work.

You don't balance the game around casuals? You build around the vast majority of the player base? D2R isn't gonna survive off of the "diehards" this isn't D2 where a bag of chips and a cheesesteak is about the same cost as D2 server maintenance.

You build around the majority. Private servers for D2 are there for the diehards... and not being able to afford the gear is part of the problem with this game, the entrance fee is high for the average player.

No, you don't. Period. 'Casual' players are not what makes up the majority of the PvP scene. 'Casual' players are doing MF runs with their buddies. You balance around what exists in the game, not what you think the average player may or may not be able to afford right now.

Blizzard tried to balance WoW around casuals by pruning over 50% of the abilities on each class so the game would be easier for 'casuals' to handle. They've spent the last 5+ years backtracking on that decision as it proved to be a horrible one with major backlash from the community.

enigma allows for more build diversity than most care to think

we'd all probably be using naj's staff on swap and keep cta in cube/inv for bo, which would be most inconvenient

hld would become slower paced like lld

It worked real well for D2 and its absolute joke of a community (size wise)... how many do you honestly believe played?

Wow still has heroics and mythic raiding for the try-hards. They pruned and buffed... it's how most games that have progression work. They try not be stagnate like D2... D2 WAS an amazing game, back in the day it was a blast and it got old fast... you may not wanna see the change, but I do. Maybe it won't be as bad to you if it happens.

I'm not sure what point you're trying to make here.. How was D2's community a 'joke' size wise? The fact the game was still even being played at all after over 20 years is actually pretty incredible.

Sounds like you're trying to compare it to other games like PoE or WoW, which were both released in WAY different eras that had major impacts in terms of the access people had to PCs/the internet.

Regardless, this is getting way off topic. I'm not against change and new things being brought into the game, that's not what this discussion is about. It's about whether or not dumbing down the PvP is a good idea or not, which is all adding a CD to tele will do. And it's clearly bad for the game.

You want to introduce new items, tweak skills to make different builds viable, etc? I'm all for it, as long as PvP balance is considered. But breaking PvP by removing the one thing that actually made PvP compelling in the first place is only bad for the game.
