Couple rule ideas:
Ban facets and lower the cold resist cap of course to aid with this, i'd do some thorough testing to find a fair amount
also ban infinity

the whole idea of trying to lower someones resist and scum them to beat them is just bad, should try and prevent that as much as possible.
