In theory yes,  but the rule simply existing gives people extra incentive to stop relying on IGA and actually relying on skill.

c/ting is skill. not fumbling through keys, is skill. -- Its all related to how you play your character. -- There is more involved in ZvZ then in most Class vs Class duels.

NOT c/ting, shows a lack of skill, imo. ;]
