About the only exception was light sorcs, who were banned from prebuffing and could only have 1 pt in ES (which would get you around 87% max with GFG gear and +3 helm +3 amulet 117 fcr). But cold/fire sorcs are both way better than light even in mediocre gear so this was generally not a problem, lightning sorcs just weren't very good(although I really love them and plan on making one!)
I remember 95 es sorc being pretty common back in the days, think i quitted d2 around 2012-2013 though, so many things will have changed from then, players getting better, rules evolving etc.(never step foot in private servers, just came back with d2r).
But as i was still playing 95 es was "the to go for" the only difference in rulesets being full precast or no precast at all.
And yes, it always was a cheesy class, but back then 1v1s weren't really looked upon highly.. tvts/clanwars were much more popular and that's what it was all about, atleast in EU.
