I just need to point this out because it is a major factor in this cold vs whatever argument. I know this doesnt answer everything but it needs to be kept in mind.
Cold sorcs use Blizz as an aoe attack which has a timer that allows an opening in which they are vulnerable to attacks, this opening is purely at the discretion of the user. You CHOOSE to use blizz, and you choose when you are vulnerable to attack. Blizzard is also able to be invisible to the opponent if they tele far enough away.
Iceblast is indeed slower traveling than Fire attacks, in turn cold attacks are based on a different resistance system and cold damage is much more effective than fire damage even at maximum current caps, I will agree es cold should have a lower cap due to damage drops. Iceblast can be even more deadly than Fire sorcs if the sorc is built properly and the user is patient in choosing there attacks wisely. - cold resists are a major factor in the way cold damage works in svs.
Fire sorcs have an option of using Hydra as an aoe spell. Not many people use it that often, so to argue fire sorcs have aoe too is kinda irrelevant. Hydras can be very effective, but a lot of people will claim l8z and defensive play, this is why its not very popular.
Light sorcs have a massive crit bubble, but lack aoe and constant damage. Lightning is slow in comparison to fire attacks. Cbolt could be argued as aoe but its not very effective as such. Light's saving grace is its ability to fhr the opponent.
On the es argument. I feel es should be used more in svs but due to lack of available gear on the server its a dying breed of sorc. Es sorcs as legen pointed out can tank a ridiculous amount of damage if properly used. Es IS DEFENSIVE, and there isnt a way around that, its the nature of the beast. Cold and light sorcs unfortunately have a larger synergy pool to get damage thus limiting them naturally due to the lack of a 5th fire synergy skill(bolt,ball,meteor,mast vs cbolt,light,nova,clight,mast or ibolt,IB,GS,blizz,orb,mast<6!!). Due to this lack of extra synergies fire sorcs have a point advantage over all other builds, this cannot be helped, its a game mechanic fuck up on blizzard. There really isnt a way to limit es fire sorcs to be even with cold/light in svs.
So this being said. The rules are as good as they can be. Sorry cold/light got fucked up, blame blizzard.
