They are supposed to yet. If it is not stated at the beginning then you should assume they are allowed to change. Generally speaking you would agree on the number of gear changed or no gear changes prior to the start.

After discussing this with Andy, We are going to allow 1 gear swap moving forward. This is not something that needs to be agreed upon in advance anymore. However, You need to announce your gear swap ingame (ie: Changing gear, gear swap, etc) so that both parties are aware of the change. Any stash visits will be considered a gear swap.
/E: these are rules that have changed and no longer confine to the past. Letuce is correct in following the previously stated rules. Gear changes were supposed to be agreed upon prior to dueling.
