In 3 hours it will be 48 hours without a response

He has 3 days to respond and get the challenge finished. If he hasnt responded by then you can call dodge

Actually now that I read the rules (again), this ladder doesnt actually say anything about a dodge or null rule.

You can check yourself it's entirely possible I missed it but I'm pretty sure there is none

Extensions are available if people need more time to get their duels in. If a person is ‘dodging’ (doesn’t reply to message, not making a real attempt to meet), the person that challenged can consider it a win if they want. They can also cancel the challenge if that seems like the right course of action.

Just pm one of the mods if someone is non responsive because we don’t want the ladder filled with people who aren’t interested in dueling
