I'm confused by the chat in Biwinning's s/s. I thought 10 was limit on bmanas, were they changed at some point?

Regardless, why is it 10x bmana or 13x 20/17. At least to me at first glance that seems very illogical.

17x13 = 221 mana
10x70= 700 mana
