As far as the torch thing, to actually enforce a rule change, there would need to be penalties for using old torch first, instead of complete disqualification (in which case people would just quit the ladder).

I would agree that the price is not much of a factor.

It's actually getting everyone to do it which would be the difficult part.  The best way to accomplish that would be to implement a minor penalty for using old torch.

As far as the torch thing goes, again..read closer. I also think DQ'ing would be overkill for a torch rule. I wrote "INSTEAD of disqualification" there could be minor penalties. I am pointing out that if a rule change were ever to occur, DQ'ing would not be the best way to go.
