You make a good point. Although it would be a pain in the ass to shell out extra fg for new torches, should that be a reason not to fix rules?
And another consideration to note, if 25% chance to cast firestorm is deemed gm, why stop there? we could push it to 40% and allow Pheonix shields, opening up more possibilities
