This is both. Exile is GM in Zeal vs Zeal ladder. it will never changed. This isn't west or whatever you play. Most of the users on here does uses non tap setups a lot and some goes for tap setups.

Everyone knows the rules on east rock head. Ive been on east for a while.

I have a tap zealer to, looking for non tap duels atm. Hell even bring ur tap zealer vs mine for fun pks lol.

Not asking for rule change, im asking for some duels understand?
