Without teleport, all the skill and strategy that goes into namelocking, chainlocking, etc. disappears. High mobility makes for fast paced PvP, which means fast decisions need to be made, you need to be mechanically skilled to be good, and the overall skill ceiling is increased.
The only reason I could see someone wanting teleport to have a CD is because they're less mechanically skilled and feel 'overwhelmed' by the fast pacing of D2 PvP. Which is a horrendous reason to change something. We've all seen what 'balancing' games around the 'casual' does, especially concerning PvP - it kills them.
I have yet to see a reasonable, logical argument that supports why adding a cooldown to teleport would be a positive thing for the game.
I paid the guy who asked earlier not attention because he proved he's a troll.
But honestly, I don't think it takes more skill with tele... actually believe its the opposite. Timing becomes more important... with say a 2 or 3 second cooldown, people can't just teleport away and now have to take their positioning into play instead of just teleling 3+ screens away. Maybe they gotta knock down some of the damage to add some tankiness to their build. Duels wouldn't be nearly as long due being less able to play defensively, which from what I'm seeing is a big thing currently.
Also a cooldown on teleport would require some other changes, but I think it would also bring more people into dueling... because honestly, enigma for most classes is a requirement and the majority of the community can't afford it... more fresh faces, every duel game i go into... i see mostly the same people.
