Seriously.. all a ghost has to do vs nec is use dragon claw. The “hardest” part would be chainlocking.

You maintain weapon block during all attack animations if you shift. The only time you lose weapon block is while walking/running.

Nec can definitely win, though. Particularly against the 65 FCR sloth variants.
