Well, casting inner sight in the middle of a duel isn't exactly "click and hold", but I am just clarifying. Allowing one class to use skills in the middle of a duel and not the other is lame in my opinion.
I can't remember the mechanic, but ATD capped at 6 should be reconsidered to be 0 if it still hurts you without a successful hit. Wearing nagelring rings against jabber seems kind of forced now.

Yes, inner sight is allowed. In general, prebuffing is allowed like bone armor, burst of speed, shout, etc…
We haven’t had a barb use leap before, and it generally hasn’t been allowed, but what’s the intent? To leap instead of walking over? Or to leap in the middle of the duel?
Leap could be used in the middle of duel directly on top of the opponent to push the opponent away if you're amped, but that guy who paid 40k for amplify damage throwing spears might get really salty.
Your contest, your rules. Count me in. I save a point without leap anyways.
