yeah they're both good. passive suffer from diminishing returns pretty badly so if you can get a couple zon skills from a diadem or ammy or something, bow is often better than passives. like let's say you're already hitting 73-69-59 crit avoid evade, adding two passives will only give you some attack rating and minor stuff.
