if ones says not you dont both use mana. or if one says not you cant use mana and other not

You can make new duel now, no wait 24h.
Duel with mana potions on.

Last recent duel parker84 won +1.
No mana duel)

i will duel one more with mana but then the rule needs cearing up first imo. what happens if one doesnt want to use mana?
