if one player starts with chilling up, it incentivizes opponent to take a "bathroom break", start stacking rows/pots, or something to that effect to slow down the duels. cheapens the competitiveness imo. my char has 5224 def with chilling armor + fort, 2430 def on fort w/o chilling armor. roughly 15% chance to hit with multi Δ between chilling armor vs no chilling.

obv the downside of fort is attackspeed
phys damage with current 160-60 GMB build (assuming 15ed base, perfect roll): 701–4150
phys damage with fort, 15ed shadow faith: 838–4119 (but you'd need 2% more ias for 7 frames (65 minimum))
