It wasn't from 2006-2013, but I guess since the last month its now allowed...

Reasoning was to keep as much sorb out of svs, but I guess now its allowed for some reason...

prolly becuz 5% max with wisp or dwarf basicly = 85% max kinda its actally little less i think so its hardly bming.

It tanks more, hense why everyone uses it in 1v1 ladders.
