Pretty sure it's only 6%. I think you need 8% with multi. Also you can definitely add it from multiple gear.

I think it's just reduced 1/6 pvp so that's why you can't see 1-5%. Multi is reduced by 75% damage and I think the leech was also effected, meaning you needed 8%.

It does work, it's just reduced by 1/6 pvp.

Yes, they do. They've just been greatly nerfed since 1.10 patch.
