I played some Tours before and nobody restricted mana/arrows stacks. Sounds 2017 rules.

nenenenen alter bzbzbzbzbz ,skill over all nn mana managment and anyway the point Vs who u play ,ucant play like oh my mana goes down ihave 2pots left igo off now and i die ,or sorcs with warmth okay i just tele like cancer wait if mana goes down and attacke ,imean there is always a situation uneed to play abit def is da part of se game, to 99% no1 will cares about this anyway on tour matches ,there is only one person who cares ,imean cancer def is annoying and for my eyes alittle bit bm but let them play def man who cares srs,when they play cancer def play a other way to beat them,there is always a method to destroy cancer def players,with thOse rules sum chars has adv and some char cry like .....^^
