I work as a lawyer and i deal each month with people who did something wrong and i know both the economical/personal and penalty part of the question

if you did a crime, you have to be punished to understand what you did, regret it and fix yourself to not do any in the future

if there is no penalty , he won't understand why its wrong and he can keep going this way which will lead him to self destruction

its a game but also a place full of lessons for each of us
