lvl 99 only helps if you need it for the build...like if you need the angelic boast of AR to hit a certain stat of the defense from SS ECT.
just having a higher level doesn't make you do better or give you some sort of advantage ...if sum one is 99 vsing a 97 or 96 the 97 or 96 could still be better..it always comes down to build.
